Unable to run License Update Tool getting error "The system cannot find the file specified $DLC\fcs.tab" 
The UNIX proupdt utility (Windows License Update (%DLC%\setup.exe -u)) fails to update the license counts and extend expiration dates on installed licenses
Unable to add/remove products with the License Update utility from an existing OpenEdge installation.

On OE 11.7.6

INSTALLATION ERROR (103): Unable to open the file. (:<path>/fcs.tab (ENOENT))

Enhancement Number
Cause
The "fcs.tab" is a new file required by the License Update Tool since OpenEdge 11.7.2 which is missing from the DLC directory.
Resolution
Upgrade to OE 11.7.7 and above. 
Workaround
1) Open the OpenEdge 11.7.2 Progress zip/tar file downloaded from ESD Center.
    Example:
  • Windows: PROGRESS_OE_11.7.2_WIN_64.zip
  • Linux: PROGRESS_OE_11.7.2_LNX_64.tar.gz

2) Extract the zip/tar file.

3) Copy "fcs.tab" to the the current DLC directory. 

4) Run License Update Tool or the setup.exe.
