Progress Developer Studio for OpenEdge (PDSOE) 12.2 and later is bundled without the SampleApp and SampleAppSolution.

Download the visualdesigner.zip attached with this article and follow the procedure mentioned in the Setting Up the Sample Application Project topic in the Introduction to the OpenEdge Visual Designer guide.
