What does "allowSystemMonitorCreation" mean?

I am writing some scripts to create active monitors via the api and am confused of the meaning of the "allowSystemMonitorCreation" parameter. I have searched the documentation for this but haven't been able to find any explanation of it other than the cryptic:

set true if using the add operation to create a system monitor. each system monitor has its own creation rules. Default is false.

 

What does "system monitor" mean here?

    Some monitors like "Hyper-V Disk Activity", "VMWare IOPs", "Hyper-V Host Event Log" have special rules when applying them to devices and adding them to the monitor library. For lack of a better term, these and other monitors are consider system monitors since there are special rules on there addition, assignment or deletion from the system. Some consumers of the api need the ability to request these checks be ignored during the operation. For normal use, best to leave it as false.
