Visual Designer hangs when double-clicking event in Properties view

Problem occurs when double-clicking events of an inherited control in the Visual Designer Properties view, in order to create a new event handler. It may be possible to create a few event handlers normally, but at some point Visual Designer freezes after the name of the new event appears in the Properties view, but before focus switches to the Editor tab. Killing prowin32 releases the hang (this may take a few minutes). This problem occurs only in OpenEdge 11.4, when a hot fix between 11.4.0.007 and 11.4.0.012 inclusive has been applied.
