Error (7175) or (7203) when passing dynamic temp-table handle from OpenEdge 10.2B Open Client to Pacific Application Server for OpenEdge

Code running on PAS for OE that passes a dynamic temp-table to an OE 10.2B .NET Open Client using its handle raises error "Communication layer message: General Error: 9986. (7175)". When the parameter is passed to an OE 10.2B Java Open Client, the error is "Could not connect to the AppServer: General Error: Cannot find the support library for the http protocol (9989). (7203)"
