Invalid code page conversion from CHARACTER to LONGCHAR does not raise error

When a CHARACTER variable is assigned to a LONGCHAR variable, the AVM converts the data in the CHARACTER variable to the code page specified by -cpinternal or the fixed code page. An error should be raised if this conversion is not valid. In some cases where the character is not valid in the target code page, an error is not raised.
