Assign required value to pcUserID variable and compile the following code admincheck.p:

DEFINE VARIABLE oDataAdminService AS OpenEdge.DataAdmin.DataAdminService NO-UNDO. 
DEFINE VARIABLE oIAdministrator AS OpenEdge.DataAdmin.IAdministrator NO-UNDO. 
DEFINE VARIABLE isAdmin AS LOGICAL. 
DEFINE VARIABLE pcUserID AS CHARACTER NO-UNDO. 

ASSIGN 
    pcUserId = 'UserName' 
    oDataAdminService = NEW OpenEdge.DataAdmin.DataAdminService('sports':U) 
    oIAdministrator = oDataAdminService:GetAdministrator().

MESSAGE CAN-DO(oIAdministrator:Administrators,pcUserID). 

CATCH e AS Progress.Lang.Error: 
    MESSAGE e:getmessage(1) SKIP 
            e:GETMessageNum(1) 'error'. 
END.

With the full licence run the proenv command:

prowin32.exe -p admincheck.r -db sports -U <username> -P <password>

With the Client Networking licence run the proenv command:

prowin32.exe -p admincheck.r -db sports -U <username> -P <password> -rx

Note:
With the Client Networking license the data dictionary is in read-only mode with a restriction to read security administration data. -rx startup parameter allows you to access security administration for reading and alternating security data, dump and load .df file. etc. So only way how to read security data using Client Networking licence is appling -rx parameter at startup.
Without -rx parameter you will get an error message: "The dictionary is in read-only mode - alterations not allowed."

Notes

OpenEdge 11.0 through 11.3 raised an incorrect error instead of the expected "The dictionary is in read-only mode - alterations not allowed."
