After upgrade to3.0 the application-dropdown is not visible for anyone else than Administrators.
I'm using the white-label header and footer.
The setup seems ok.
You can find application dropdown beside the application title and in the Switch to section.

Hi. We acknowledge that it is a defect when 'Legacy Header and Footer' mode is chosen to render an app. This has been fixed by dev in mainline. The fix will be available is the next rollout currently planned in a week's time.
