A Client Networking license is needed for Remote TCP connections from a stand-alone ABL client to an OpenEdge database.

Progress Client Networking provides networking support for 4GL client access to a remote OpenEdge RDBMS, OpenEdge Application Server, or OpenEdge DataServer. Includes application execution system, SQL Client Access, and GUI and character client support.

For AppServer/Webspeed license, the Agents have remote connectivity capabilities, allowing the AppServer to connect to a remote database.
For a client to connect to an Appserver or database, a Client Networking license is needed in addition to the AppServer license.
On Windows, the WebClient is available as a free Deployment license. Availability depends on the available database licenses under maintenance. This is a version of the GUI client which can connect only to AppServer Brokers, it cannot connect directly to the database.

If only SQL clients (via  ODBC/JDBC connections) are made from the remote machine, the SQL Client Access downloadable component can be used instead. This is a free license starting with OpenEdge 10.x, availability depends on the available database licenses under maintenance.

Since OpenEdge 11.7.5, 12.1.0 a Windows Install package for Client Networking MSI is available to exclusively install Client Networking from the ESD download for 32-bit or 64-bit depending on available licenses under maintenance. The MSI can be deployed by Active Directory, silently or interactively with an Install Wizard.
