Question/Problem Description
OpenEdge Replication regularly reports communication problems in the database log file.
Replication recovers and synchronises most of the time for all replication target databases.
Replication is unable to reconnect in order to start synchronization every time.
Replication Server establishes connection to it's Replication Agent for some but not all replication enabled pairs on the same primary and secondary machines.
 
Steps to Reproduce
Clarifying Information
Error Message(9407) Connection failure for host <host> port <port> transport TCP.
(11713) A communications error -4004 in rpCOM_SendMsg.
(-----) Diagnostic Dump of RPCommInfo_t - TCP/IP Send Error
(10491) A communications error -155 occurred in function rpNLS_SendAIBlockToAgent while sending AIBLOCK.
(10661) The Fathom Replication Server is beginning recovery for agent agent1.
(10842) Connecting to Fathom Replication Agent agent1.

Cause
  1. TCP Offloading is enabled on the network adapter, known to cause various types of networking faults.
  2.  RSS-enabled NICs lack a critical data steering mechanism that steers incoming network data to the same core on which its application process resides
Resolution
Tune the Network Adapter on both the primary and secondary servers:

1. Disable TCP Chimney or any of its variants (eg. TCP Segment Offload). 
2. Disable Receive Side Scaling
