Resolution
Since OpenEdge 10.2B the OpenEdge Explorer (OEE) product is a component of the licenses installed (for example database licenses). Refer to Article When licenses that include the OpenEdge Explorer product are installed, the OEE component is included in the license and you have to explicitly select not to install OEE during install time. However, if you wish to add it later you can add it post-install through the ADD COMPONENTS utility after shutting down the AdminServer. For further information refer to Article  It is not possible to add OpenEdge Explorer to an existing install by simply copying files. There are far too many dependencies and tailoring that take place as part of the OEE install for this to be achieved successfully.

For example:
  • OpenEdge Explorer has to be installed to a different directory than OpenEdge
  • Creation and configuration tailoring of fathom.init.params
  • AdminServerPlugins.properties and JavaTools.properties files are updated by DLC/bin/mergeprop
  • Fathom .jar files, empty trend database, .class files and .jsp files are uncompressed and added to the existing install
  • Windows Registry Key Values are added
