Yes, it is possible to upgrade Java version shipped with OpenEdge, but it should be within the supported JDK version.
Refer to the Product Availability and Life Cycle Guide for more details:  For example:
  • OpenEdge 11.3 is shipped with JDK 1.7.0_02. It is possible to upgrade to 1.7.0_20 or 1.7.2, but not to JDK 1.8 or newer updates.
  • OpenEdge 11.6, is still shipped with Java 1.7, however Java 8 Runtime is supported on all OpenEdge 11.6 supported.
  • OpenEdge 11.7, is shipped with Java 1.8. It is possible to upgrade to JAVA8_SR6_FP20 or even OpenJDK 8u302 for example but not Java 9, 10, 11
  • OpenEdge 12.0, is shipped with Java 1.8
  • OpenEdge 12.1 and later are no longer ship with Java, the supported JDK version must be pre-installed and can be upgraded to later minor releases OpenJDK 11.0.13
