Cause
Many of the database commands and utilities call _dbutil. The current _dbutil file has a zero length file size after the hotfix was applied to the installed version so these commands cannot function as expected.

Resolution
  1. Reapply the OpenEdge Hot Fix.   Refer to Article  How to install Progress/ OpenEdge Hotfix
  2. Ensure that the permissions, owner and group for the $DLC/bin/_* files are set correctly for site-specific file and folder security. Refer to the general specifications in Article  How should I set permissions for Progress executables and database files on UNIX ?
