"icu source string error: 3" connecting to the database

When the user connects to the database an ICU source string error is displayed:

The problem seems to be related to specific extended characters used in the Windows user name when the user logs on.  For example if the user with the name "Krüger" logs on to the Windows machine and creates an OpenEdge session connected to the database, the error will be displayed.  But if a user with the name "Kröger" logs on to the machine, the error doesn't happen.

For the problem to happen the following conditions need to be met:

• The database uses the UTF-8 code page
• The database needs to use the ICU-UCA collation.
• The database doesn't contain any _User records.
• The client session needs to use the UTF-8 code page (-cpinternal)
• The user needs to log onto the Windows machine using a name that includes some (but not all) extended characters e.g. "ü"

The USERID for the database connection is being set from the Windows userID.

Fixed version(s): OpenEdge 12.6;OpenEdge 11.7.15;OpenEdge 12.2.10

• Add a user (_User) record to the database.
• It doesn't matter which user and doesn't need to be a user for the user that is experiencing the problem.  The presence of an _User record will prevent the USERID being set from the windows userID.
  • The drawback to this will mean that connection to the database will need -U -P parameters, or the default login screen will appear, even though it can be ignored
• For Windows 10, enable the Windows Regional setting "Use Unicode UTF-8 for worldwide language support".
