When providing a value in a rulesheet, that is out of range of the Constraint Expression of a non enumerated Custom Data Type (CDT), no Warning / Violation is thrown.

When providing a value that is out of range of the Constraint Expression of a non enumerated Custom Data Type (CDT) in a ruletest, a warning is thrown [Validation Message Marker]
Value <X> does not pass constraint validation: value< <Y>.    

CDT limitations are enforced during processing, not during rule design.

It was determined that the Progress Corticon is functioning as designed. 

An enhancement to the product can be requested through the Progress Community via an Ideas submission.  Customer feedback is valuable and Idea submissions are monitored by our Product Management team.  Enhancement requests are reviewed during the planning phase of each new product release and a list of the enhancements chosen for implementation can be found in the Release Notes documents that accompany each release.  Once an Idea is submitted the Progress Software Community will have the opportunity to comment on and vote for the Idea.

Notice in Using Custom Data Types in a Rulesheet that the 55000 entry violates the Constraint Expression of the custom data type assigned to Cargo.weight,  but does not turn red or otherwise indicate a problem. The indication comes when data is entered for the attribute in a Ruletest, as shown below:
