When the page localization strategy is set to split once the first translation is created, it is not possible to change the strategy to synced even when all page translations are deleted except the initial one.

This is expected behavior.

Resolution

The following sample demonstrates how to extend the Sitefinity backend pages grid and include an action that will reset the localization strategy:

1. Extract the attached archive and place it at the root of the project. For more information about executing code, provided by Sitefinity support in an ASP.NET WebForm, refer to the KB in the Notes section.
2. Register the PagesServiceExtended service in the Global.asax.cs file by using the following code

        SystemManager.RegisterWebService(typeof(PagesServiceExtended), "Sitefinity/Services/PagesServiceExtended.svc");
    }
}

3. Build the project
4. Register the ExtendedPagesMasterViewScript javascript file by doing the following steps:
4.1. Go to Administration > Settings > Advanced > ContentView > Controls > FrontendPages > Views > FrontendPagesListView > Scripts
4.2. Create a new entry by clicking the Create new button and enter the following data:
Script location: ~/ExtendedPagesMasterViewScript.js (if the script file is located on the root of the project, use the full relative path to where it is located)
Name of the load method: OnMasterViewLoadedCustom
5. Add a new Action command to the backend pages grid by doing the following steps:
5.1. Go to Administration > Settings > Advanced > ContentView > Controls > FrontendPages > Views > FrontendPagesListView > ViewModes > TreeTable > ActionsLinkText > MenuItems
5.2. Create a new entry by clicking the Create new button, select CommandWidgetElement and enter the following data that is required:
Command Name: ResetLocalizationStrategy
Command button type: Standard
Name: ResetLocalizationStrategy
CommandText: Reset Localization Strategy
WrapperTagId: Li
WrapperTagName: Unknown
Type: Telerik.Sitefinity.Web.UI.Backend.Elements.Widgets.CommandWidget, Telerik.Sitefinity
6. Restart the application

As a result, the following action should be available in the Pages backend:

Note: The resetting of the localization strategy involves deleting the existing non-default page translations for the concrete page and setting the localization strategy to "Not selected".
Note: Adding an extension script to the view definitions might cause the following error "The view specified in the URL cannot be found in the Views collection of the current control error". For resolution refer to the KB in the Notes section.
