How can we disable the local user login feature from being used in Chef Automate?

Some organizations prefer to prevent the use of local Chef Automate user accounts for login and rely solely on external identity providers such as LDAP/AD or SAML/SSO. This may be required for security, compliance, or to mitigate findings from penetration testing. Chef Automate allows local user login by default, but it can be disabled so that only external authentication methods are permitted.
