Despite the "Failed to start Progress Application Server instance " it does start and works as expected
Error does not affect PASOE from starting or MSAgent functionality

Change the number of Agents: numInitialAgents=16 Restart the PASOE instance.

Cause

The max recursive depth of a process tree scan is 20 when this exceeded a recursion guard in getChildProcessesByPID, is not decrementing the $script:_depth after call is finished.

A hard coded limit of 20 for max depth in pasoeostartCmd.ps1 and tcmanager.ps1.
This is only a problem when there are more agents, in this case for 16 agents the invalid json output causes OEE\OEM to throw this as an exception while parsing.

Resolution

Upgrade to OpenEdge 12.3 where OCTA-23935 is fixed. After the call the recursion depth is decremented.

Workaround

Despite the error, the PAS instance is started. This JSON parsing error can be ignored.
