The configuration of permissions for the local system account is insufficient to allow access to the process either because the rights to the directory do not include the LocalSystem user or the database is resident on a network file share (which the LocalSystem can never have any rights to -- by definition LocalSystem has rights only to local resources).

If the database is stored locally on the machine's file system:
Explicitly add the LocalSystem to the directory holding the database files and to the database files and grant the LocalSystem account full permissions to the directory / files.

If the database is stored on a shared / network file system:
Change the owner of the AdminServer (i.e. configure the AdminServer to Logon As a user other than LocalSystem -- a user that has full rights to the shared / network file system).
