Question/Problem Description

Case sensitive WHERE clause works for UTF-8 basic collation but not for ICU collations

Based on the information in article 000130354, case sensitive comparisons in WHERE clauses are not recommended because the results can be inconsistent and records are not retrieved as expected.
For example in sessions started with -cpinternal 1252 -cpcoll basic, or -cpinternal UTF-8 -cpcoll ICU-UCA the following code raises error 138:

DEFINE TEMP-TABLE test NO-UNDO
FIELD testing AS CHARACTER
INDEX testing IS UNIQUE testing.

DEFINE VARIABLE cTesting AS CHARACTER CASE-SENSITIVE.

cTesting = "notcaps".

CREATE test.
ASSIGN test.testing = cTesting.
RELEASE test.

FIND test WHERE testing = cTesting.

However when using -cpinternal UTF-8 and -cpcoll basic, the case sensitive search does find the record. This is inconsistent with other startup collations.

Cause

The exact cause is not known at this time. Although as described in article FIND comparing case-sensitive character variable to indexed, non-case-sensitive field fails, it is not recommended to use case sensitive comparisons in an ABL WHERE clause.

Resolution

Remove the case sensitive comparison in the WHERE clause. See article FIND comparing case-sensitive character variable to indexed, non-case-sensitive field fails for suggestions how to do this.
