Cannot load forms in Visual Designer after applying OpenEdge hot fix

After applying hot fix 11.4.0.013 or 11.5.0.004, intermittent but fairly frequent errors occur when opening forms in Visual Designer. The error presented on the screen is: Visual Designer cannot load this class.
