Automate HA PostgreSQL Cluster Instability Due to Incorrect WAL and other Config settings in Chef Automate HA

In certain Chef Automate HA versions, PostgreSQL replication may fail due to incorrect default values for wal_sender_timeout and wal_receiver_timeout. These parameters are incorrectly set to 60 milliseconds instead of the intended 60 seconds, leading to replication instability and repeated service restarts. Additionally, max_wal_size and checkpointing would need to be increased on the average customer system to better trade off between disk IO and throughput.
