Cause

This is expected behavior. Passing a BUFFER parameter, implicitly defines a new buffer ONLY when a new BUFFER name is involved. Hence, using “BUFFER tt-name FOR tt-name” does not define a new buffer while "BUFFER DiffName FOR tt-name" does.

Resolution

If you need a new TEMP-TABLE buffer to be defined, do not pass a buffer name using the same name as its parent TEMP-TABLE default buffer name. For example, use “BUFFER Fiffname FOR tt-name” instead of "BUFFER tt-name FOR tt-name" does.
