This happens because the height of the screen buffer for the proenv window, by default, is set to 9001 lines on windows 10.
If you reduce it to a smaller value, the problem goes away.
To change the height of the screen buffer:
1. Open a proenv window.
2. Click on the "OE" icon in the title bar and select "Properties".
3. In the Properties window, click on the "Layout" tab > "Height" in the "Screen Buffer Size" group. (Check its value - set to 9001 which is the default).
4. Change it to 250 or some other reasonable / lower value and click OK.
You may get an error saying that it couldn't modify the shortcut. You can ignore the error.
