SonicMQ Adapter clientConnect error 12668 after Windows 10 'Creators' update

After upgrading the Windows 10 Operating system to version 1703 (Creators), the SonicMQ Adapter clientConnect session starts to fail with error 12668.

The problem is intermittent, but only happens after the Windows 10 operating system has been upgraded.  The problem seems to be when the java appserver session is spawned.  Sometimes the appserver process isn't created and this leads to the error.
