Resolution
According to the OpenEdge Getting Started: Installation and Configuration for Windows/Unix,
the Open Edge Adapter for SonicMQ is a recommended component of the Client Networking installation.
This requires a complete installation.

However, The SonicMQ adapter consists of two parts: one part that runs as part of
the Progress client (.r code) and one part that runs as a server on the same or
different machine than the Progress client.

The "ClientNetworking" license allows use of the .r code by allowing networking
connections between both parts of the adapter.

Since the server part of the adapter can run on a different machine than the client,
it requires a "server" license.

One of the following server licenses must be installed to use the server part of the adapter:

OE Development Svr
OE Application Svr Basic
OE Application Svr Enterprise
OE Studio
