Can I shut down a secondary login broker without shutting down the entire database?
Is it possible to stop a secondary login broker without stopping the database?

It is not possible to stop a secondary login broker without stopping the primary database broker. Therefore, the database must be stopped. For further discussion refer to Article

While login brokers cannot be terminated, remote servers the login broker spawned can be terminated using PROMON
