Question/Problem Description
OpenEdge 10.2B License Update utility on Windows will not proceed due to files in use.
OpenEdge 10.2B Add Components utility on Windows will not proceed due to files in use.
Cannot add components to recently installed 10.2B OpenEdge.
Cannot update licenses for OpenEdge 10.2B installation.

When starting the Add Components or License Update utility, the following warning dialog appears:
 
The installation has detected that there exists a previous installation of OpenEdge in the following directory:

<OpenEdge installation directory>

The installation can only install additional product(s) to the above directory.

Would you like to continue?

If the "Yes" button is clicked, the following message appears:
 
Checking for OpenEdge programs and or processes in use ...

When the check is finished, the Abort Install dialog appears with the following message:
 
Shutdown these running processes before reinstalling.
 
<DLC>\setup.exe
<DLC>\img.dll
<DLC>\msg.dll
<DLC>\util.dll

Regardless of which button is pressed, the program exits.

On Windows 7, the Program Compatibility dialog may appear:
 
This program might not have installed correctly

If this program didn't install correctly, try reinstalling using settings that are compatible with this version of Windows.

All processes associated with OpenEdge have been shutdown and stopped.

Enhancement Number
Cause
OpenEdge 10.2B shortcuts in Windows Start Menu are set up with incorrect command lines.
Resolution
Upgrade to OpenEdge 11.0 or later.

No changes to the short-cuts are required.
Executing <DLC>\setup.exe -u will now work as expected.
 
Workaround
Manually update these shortcuts' properties, and in the "Target" field remove the hyphens from the command line:

For License Update, change from:

   <path to the installation directory>\setup.exe -u
to:
   <path to the installation directory>\setup.exe u

For Add Components, change from:

   <path to the installation directory>\setup.exe -addcomp
to:
   <path to the installation directory>\setup.exe addcomp
