Resolution
Copy the AIA folder and all its contents from the DLC\servlets directory to the webapps directory within the Tomcat installation.
Restart Tomcat.

For demonstration purposes to confirm it is correctly configured perform the following steps:
1)  Start the AdminService
2)  Connect to the AdminService with Progress Explorer
3)  Expand the AppServer Internet Adapter group
4)  Right mouse click the AIA reference and select properties
5)  On the Advanced Features tab enable the Internal Administrative Command option.
6)  Restart Tomcat
7)  Open an internet browser to the hostname of the machine running Tomcat and the AIA with the following address as an example:
http://localhost:8080/aia/Aia

The default port the Tomcat JSE will listen on is port 8080.
The page should list Aia1 OK

Workaround
Notes
Make sure that the HTTPS enabled section in Explorer is unchecked or manually set it to equal 0 in the ubroker.properties file.  If  using HTTPS it should be checked in Explorer or set to 1 in the ubroker.properties file.

If installing on a machine without a Progress / OpenEdge installation then download and install the AIA deployment component (available free in the Progress Download Center) before proceeding.
