Depending on information provided, Technical Support may point out commonly used parameters or provide generic solutions which can suggest ways to improve performance or may provide guidance on how to narrow down/isolate problem areas.
 
Only if the performance issue has been isolated to a very specific function, feature or small subset of code then Technical Support may investigate further as a potential bug.
