Resolution
The TCP parameters on Windows 2008 R2 and later versions are auto-tuned since it uses a new TCP stack implementation. 

The KeepAlive mechanism is disabled by default so the registry keys that we would see in other previous Windows versions are missing, but can be added as indicated by this Microsoft, see references below.
