Question/Problem Description
When attempting to increase the Lock Table parameters (-L) on an 11.6 online database, proutil throws two errors and cannot continue:

Increase Params lacks proper permissions to create shared memory. (13969)
Increase Params aborted because of shared memory allocation issue. (13977)

Workaround
