Binary load and index build simultaneously on Table partitioning enabled database fails with Lock wait time out errors.
The error displays that Binary load fails but actually it does load the data only the index build fails with timeout.

Steps to Reproduce

Clarifying Information

Binary load and index build simultaneously is successful when the amount of records per partition is in hundreds.
Binary load and index build separately for the same amount of data is successful.
This issue is not seen in Windows and Linux.

Error Message	BINLOAD 8: (6255) Binary Load failed. BINLOAD 7: (8812) Lock wait timeout of 1800 seconds expired
