Yes, Service Pack Releases for OpenEdge products are cumulative. Service Pack 2 can be installed on base OpenEdge without installing Service Pack 1.
Each service pack build includes all bug fixes from earlier service pack builds. i.e.: when installing OE10.2A02, it will have all the bug fixes as well as changes/improvements made in OE10.2A01.
