Cause
For OpenEdge release 10 and below, it is not possible to uninstall only OE Management without uninstalling and re-installing the entire OpenEdge product.
Resolution
For OpenEdge 11 and above, it is possible to uninstall only OE Management without uninstalling the entire OpenEdge product:

On Windows, run "License Update", select 'OE Management' and then 'Remove'.

On Unix/Linux run 'proupdt' and then 'Ctrl-R' to get a list of installed Progress products which can be removed. Use arrow up/down and hit Enter to select a product which you wish to uninstall. Then use arrow up/down again and select 'Remove Selected License(s)' by hitting Enter.

To uninstall OE Management in OpenEdge release 10 and below, save all required Progress configuration details, uninstall the entire OpenEdge and then re-install required OpenEdge licenses. Configure 'new' OE installation from the saved Progress configuration files

In OpenEdge 11.7, a fathomRestrictedMode system property was added to the the product in order to provide the ability to disable OEM and use only OEE functionality when the OE Enterprise Advanced RDBMS or OpenEdge Management license are installed. For further information refer to Article:
