Cannot deploy Web Service from OE Management

Cannot deploy Web Service from OE Management 
The WSA container is not shown in the OEM console
Adding the WSA resource in the OEM shows WSA is not licensed for container: <container name>
Deploying using command line utility wsaman shows errors 8289 and 8281
The admserv.log (AdminServer log) file shows errors 7438, 7439 and 7433

When checking the WSA status from an Internet browser, it returns OK
The 4GL Development System license is installed along with OE RDBMS Enterprise and OEM SE.

The 4GL Development System license for Linux does not have right to run bit enabled for Web Services Adapter

Download Web Services Adapter license and take a note for the control code and the serial number from Progress Electronic Download center (http://www.progress.com/esd). 
Install it on the existing installation using proinst command after extracting the download file.  This will add the Web Services Adapter license on the existing installation of other OpenEdge license.  
The $DLC/progress.cfg file will reflect the Web Services Adapter license when $DLC/bin/showcfg is run along with other licenses.

This license is for free of charge as a part of deployment components.
